MACTT Educational Group Ltd invites self-employed consultants to submit their application for the provision of sustainability mentoring and green certification support services within the SEA – Sustainable Eco-Tourism Awareness Project, co-funded by the Erasmus+ Programme of the European Union.

The selected consultant will support tourism businesses participating in the Malta pilot activities of Work Package 3.

Main activities

The consultant will provide support to up to seven tourism businesses in Malta through activities including:

  • initial sustainability assessments;
  • individual mentoring and consulting sessions;
  • preparation of coaching session reports;
  • development of sustainability action plans;
  • preparation and updating of company sustainability dossiers;
  • certification readiness assessments;
  • identification of appropriate environmental or sustainable tourism certification schemes;
  • gap analysis and certification guidance;
  • review of supporting documentation;
  • preparation of certification application files for up to three selected businesses;
  • technical support during the certification preparation process.

Relevant certification schemes may include EU Ecolabel, Green Key, ISO 14001, GSTC-recognised schemes or equivalent standards.

The consultant will work under the coordination of MACTT and will use the methodologies and templates provided by the SEA Project.

Who can apply

The call is open exclusively to individual self-employed consultants who are legally authorised to provide and invoice consultancy services and who hold an active VAT registration under Article 10 or Article 11 of the Maltese VAT Act, as applicable.

Companies, consultancy firms, associations and other legal entities are not eligible.

Applicants must meet at least one of the following requirements:

  • hold a university qualification in sustainability, environmental sciences, tourism, engineering or another relevant field; and/or
  • demonstrate relevant professional experience in sustainability consultancy, environmental management, sustainable tourism or green certification support.

A specialised university degree is not mandatory where the applicant can demonstrate adequate professional experience.

Applicants should also have:

  • experience in sustainability assessments, environmental reviews, action plans or technical reporting;
  • experience working with tourism, hospitality or other service businesses;
  • knowledge of environmental or sustainable tourism certification schemes;
  • good written and spoken English;
  • availability to provide services in Malta between August 2026 and August 2028, including meetings and site visits where required;
  • completed the SEA WP2 training programme or an equivalent induction programme for the project and skills validation approved by MACTT.

Knowledge of the Maltese tourism sector will be considered an advantage.

Contract value

The maximum estimated value of the assignment is EUR 9,500.00 excluding VAT, divided as follows:

  • Component A – Mentoring and consulting support: up to EUR 4,000.00;
  • Component B – Green certification guidance and application support: up to EUR 5,500.00.

Applicants may submit a lower quotation.

The proposed amount must include all professional fees, preparation time, meetings, reporting, communication and travel within Malta where required.

Official fees charged by certification bodies are excluded and will be managed separately by MACTT.

  • a brief description of relevant qualifications and professional experience;
  • proof of an active VAT number or self-employed registration;
  • copies of relevant qualifications or professional certifications, where available;

Selection

Applications will be assessed on the basis of:

  • relevance of professional experience;
  • knowledge of sustainability and green certification;
  • experience with tourism or hospitality businesses;
  • availability to provide the services in Malta;
  • financial proposal.

MACTT may contact shortlisted applicants for clarification or a brief interview.

The selected consultant will be required to personally perform the main activities. The assignment may not be transferred or subcontracted without the prior written authorisation of MACTT.

MACTT reserves the right not to award the contract if the applications received do not meet the requirements of the call or do not offer an appropriate balance between experience and price.
